The CSC is a centralized platform for the provision of public services, social welfare systems, health care schemes, financial schemes, education and agricultural services to people in rural and remote areas of India. The government's program to enable and provide access to various government schemes and services for every citizen of India. It is a wide network made available to PAN India. The CSC model was adopted in September 2006 and is a conceptual feature of the National Program on eGovernance. It is one of the projects funded under Integrated Mission Mode Projects of the National eGovernance Program.
In Pune, CSC is the point of service driven by Information and Communication Technology (ICT) to provide large public and private services to rural Indians. Government facility delivered through the CSCs network includes education, agriculture, health, FMCG products, utility payment entertainment, banking, financial services, and so on. The key objective of the CSC is to bring significant social and economic development to rural people of Pune. Village Level Entrepreneur-VLE provides first-class service to local residents. VLE represents rural clients at a baseline level, in a collective of 5-6 communities.
Service Center Agency (SCA)- The second-level / middle-level agency indirectly supports customers through the monitoring and management of VLEs in one or more districts. One district generally covers 100–200 VLEs.
State Designated Agency-At the third level, SDA serves state tier consumers by providing the appropriate regulations, programs and assistance to the SCAs.

On the basis of the CSC system, the Government initiated the CSC 2.0 initiative in 2015 to expand the CSC's outreach to all Gram Panchayats in Pune. Under the CSC 2.0 scheme, at least one CSC is formed across India for each of the 2.5 lakhs gram Panchayats. CSCs working under the current framework can now be extended and distributed throughout India with a possible 1,5 lakh CSCs. The CSC 2.0 program will boost service access through a single network, making e-services available to people through numerous G2C networks across the Nation.
Under the Companies Act of 1956, the Ministry of Electronics & IT set up a special function agency, CSC e-Governance Services India Limited, to supervise the implementation of the CSC program. In addition to maintaining operational stability and viability for the system, CSC SPV offers a structured mechanism for collaboration to provide Pune residents with G2C and B2C resources through CSCs.
Know about the aim of CSC SPV in Pune
In Pune CSC e-Governance Service India Limited is a special purpose vehicle (CSC SPV) originated through the Ministry of Electronics and Information Technology, Government of India to regulate all the CSC related services in Pune under the Companies Act of 1956.
It establishes a coordinated efficient system for the delivery of CSC services to the rural residents of Pune. CSC is the core feature of the Digital India Program, recognized as the entry point for the delivery of flexible digital services in rural areas of the city. CSC is also classified in Pune as the transforming agents that promote rural entrepreneurship, improve rural production and livelihoods of across the city.
CSC's are community participation facilitators and joint initiatives to facilitate the social transformation from a bottom-up perspective with a focus on providing G2C and B2C facilities to the rural villages of Pune. CSCs as a sustainable and effective IT powered network of Citizen Service Points connecting local residents of the city with the government offices, industries, banks, insurance companies, educational institutions to enhance the economic structure of the city.
VLE is a portal that offers numerous government- and non-government-relevant end-customer services through its portals. VLE is responsible for providing the consumer with an impeccable service through the Digital Seva Platform. There is no registration charge payable to VLE but VLE (Village Level Entrepreneur) registration is now blocked in the CSC web portal. As the number of approved VLEs has reached their tipping point in each of the Gram Panchayat or villages, there is no scope for any new CSC IDs but if the CSC wants further entries, they will let you know on their webpage. Anyone can apply for the CSC earlier but it is not that easy nowadays. You will first become a member of the Self Help Group (SHG). If you are not a member of the SHG, you can not qualify for CSC. But the latest CSC application is closed at the moment, however, you can apply for SHG.
CSC 2.0, founded in August 2015, promises to set up a self-sustaining network for Gram Panchayat (GP)-level 2.5 lakh CSC centers via the Digital India-Pillar 3 Public Internet Access Program – National Rural Internet Project, and to provide a spectrum of publicly oriented facilities. The CSC 2.0 system is built as a transaction-based and service delivery network, delivering a broad range of e-services across a single distribution channel of infrastructure that will enhance the accessibility of CSC in Pune.
The existing GP model of development for CSC 2.0 supports a service delivery / transaction-oriented, self-sustainable structure with the purpose of making maximum utilization of the assets generated in the context of BharatNet / NOFN and others. Today, the CSC for Village Level Entrepreneurs (VLEs) is a strong forum for entrepreneurship with no major shortcomings in the hardware and infrastructure facilities of the Government of India. VLEs are equipped with regular CSC activities and information alerts with new ventures and immediate support by training of the Entrepreneurship Development Program in Pune.
The national label 'Digital Seva Kendras' was launched in tandem with the co-branding of States / UTs to ensure standardization among all states / UTs. This will provide a clear and sensitive eServices management system run by CSCs with a specific CSC and GIS mapping number for each location, and allow the government to fill the gap in creating a citywide self-sustaining CSC network.
CSC community involvement of women- The Government supports the establishment of rising support centers for women entrepreneurs. This will encourage more women to manage CSC's. The women are also encouraged by the government, who are the representatives or members of the self-help group to become VLE's in Pune.
CSC — SPV is the implementing agency for the CSC 2.0 plan to sustain DeitY and the State / UT Administration with enough program management resources to sustain an efficient program. The CSC SPV is now a consistent agency following the development of the CSC continuity program in the region.
