What do you mean by CSC?

The Common Service Centre is one of the services of the Government of India under the Digital India Program. It is a wide network made available to PAN India. The CSC framework was introduced in September 2006 and is a conceptual aspect of the National Program on eGovernance. It is one of the research funded under Integrated Project Mode initiatives of the National eGovernance Program. CSCs are service points for the delivery of vital public goods, social welfare programs, hospitals, finance, schooling and farm facilities, in addition to the array of B2C services to rural and remote residents.

  • The PC must have 4GB of ram and Windows OS installed

Framework for managing CSC in Indore

  • Village Level Entrepreneur- VLE serves local residents of the village at the first level with a group of 5-6 villages. VLE serves rural individuals at the basic level.
  • Service Center Agency (SCA)- It is the second-level / middle-level entity that indirectly services consumers by managing and operating VLEs in one district or more. One district usually occupies 100–200 VLEs.
  • State Designated Agency- SDA serves customers by delivering the necessary, legislation, resources and assistance to the SCAs.

Under the Companies Act of 1956, the Ministry of Electronics & IT set up a new organization, CSC e-Services India Limited, to conduct the CSC initiative. In order to improve the efficiency of CSC services, CSC SPV is introduced a revolutionary framework to deliver G2C and B2C facilities through CSCs to the local residents of Indore.

Core vision of CSC SPV in Indore

CSC e-Governance Service India Limited is a Special Purpose Vehicle (CSC SPV) founded by the Ministry of Electronics and Information Technology, Government of India, to supervise the activity of the Common Service Centers (CSC) under the Companies Act of 1956. It provides a unified structured framework for providing services to the local citizens of Indore by CSCs while ensuring functional continuity and sustainability of the CSC system. Common Service Centers (CSCs) form a strategic element of the Digital India Programme. These are the access points in the rural areas of Indore for the delivery of different digital services, progressing to a digitally and financially viable society.

In Indore, CSCs are more than just the hubs of service transmission. They are positioned as transforming agents, promoting rural entrepreneurship and improving rural capability and livelihoods. These are facilitators of community engagement and collective effort to promote social development from a bottom-up approach, with a concentration to deliver G2C and B2C services on Indore's rural villages. CSC SPV's key vision is to establishing CSCs as a stable, efficient and omnipresent IT facilitated network of Citizen Service Points connecting Indore's local citizens with government departments, companies, banks and insurance firms, and educational institutions, leveraging the economy of the primary, secondary, and tertiary sectors of India.

Execution of VLE in Indore

VLE is an incredible network serving both governmental and non-governmental services to the individuals in Indore. The VLE provides seamless facilities to its customers which are accessible on the Digital Seva Portal.

The good thing about VLE's are they are not charged with any fees and registration of Village Level Entrepreneur (VLE) is prohibited on the Common Service Centre (CSC) portal. CSC 2.0 Scheme in Indore 

The government launched CSC 2.0 in 2015 in a plan to enlarge the CSC in the country to all panchayats, based on its review of the CSC system. A total of 2.5 lakh GP in the country was created by 2019 using the CSC 2.0 Scheme. Installation Guidance for CSC 2.0 Initiative

In August 2015 the CSC 2.0 National Rural Internet mission CSC 2.0 was approved for the introduction by the Digital India Pillar 3 Network and the Public Connectivity Project. The CSC 2.0 platform offers transaction and service distribution through a large, centralized network to expand the country's e-payment facility.

The GP-level introduction of the new CSC 2.0 model runs a standard service delivery/transaction network to enable the effective use of BharatNet / NOFN infrastructure as well as many other local networks. The government of India (VLE) primarily operates for the CSC without limiting accessible and affordable services. The CSC program, through the Entrepreneurship Development Training program, promotes and upgrades VLE programs, which are supported actively.

The "Digital Seva Kendras" national brand was created to ensure continuity across all states / UTs, along with state / UT co-brands. This generates an efficient and seamless e-Services mapping framework that CSCs build for each area with a specific CSC and GIS mapping number that will allow the government to merge the gap in creating a self-supporting CSC infrastructure across the city. The State/UT network is also designed up to incorporate different service systems with the CSC's 'Digital Seva Portal' a Universal Online Platform to deliver services (G2C & B2C) via CSC. 

Structure of CSC in Indore

The PPP model is based on a three-tier structure-

  • The State Designed Authority is responsible for overseeing and administering the statewide CSC services.
  • Under the supervision of the owner of CSC, the Service Center Agency (SCA) will establish the CSC and will define the locations for the Common Service Centre. It will play a role in supporting the CSC in rural areas through various services that will be undertaken at the state or local level. The SCA is responsible for the 500-1000 CSCs which operate under him.
  • Village Level Entrepreneur is responsible to manage CSC and also responsible for 6 villages to run smoothly that comes under VLE.
