Roles and Responsibility of Registrar

• Registrars partner with UIDAI and leverage the ecosystem which is pre-defined by the UIDAI and help in implementing the enrollment process.
• They only use the software which is provided by the UIDAI for the purpose of enrollment.
• All the equipment such as a computer, scanning devices, printer, biometric devices shall be used as per the specification prescribed by the authority from time to time.
• Biometric devices which are used for the enrollment purpose should meet the specifications as prescribed by the UIDAI, as well as it should be certified as per the process prescribed by the authority.
• Engage enrollment agencies for the enrollment of residents by conducting proper training of the agencies and monitoring them regularly.

What is UIDAI:

• The Unique Identification Authority of India (UIDAI) is a government agency in New Delhi that serves as the issuing authority for Unique Identification Numbers (UID) and Aadhaar cards. The agency has been mandated by the government to develop, identify and set up the infrastructure necessary for the issuance of Aadhaar cards. The (UIDAI) is a statutory authority established under the provisions of the Aadhaar Law (Targeted Delivery of Subsidies, Benefits and Financial and Other Services) of 2016 (Aadhaar Law 2016) on July 12, 2016, by the government of India, under the supervision of the Ministry of Electronics and Information Technology (MeitY). These centres will be owned by UIDAI and will operate in addition to the existing enrollment centres which are currently operational at various banks, government offices and post offices across the country.

The UIDAI is setting up Aadhaar Seva Kendras (ASKs) in line with the concept of Passport Seva Kendras and intends to cover over 53 cities across India with an estimated project cost ranging between Rs 300 – Rs 400 crore.

At the moment, the new centres are functioning on a pilot basis. The Delhi centre is located at Akshardham Metro Station premises and can handle close to 1000 enrollment or updation requests per day. It has 16 work stations and will be operational in six days in a week which also includes weekends. The Aadhar Seva Kendra in Delhi will remain closed on Tuesday and public holidays only. It will remain open between 9:30 am to 6:00 pm.

The other one located in Vijayawada is half of that of the Delhi centre. It is located in the Labbipet area opposite to the municipal water tank. The centre can handle up to 500 requests per day and is operational on all the 7 days in a week between 9:30 am to 6:00 pm.

2. What to do when a resident misplaces or loses his Aadhaar card?

If a resident misplaces or loses their Aadhaar card or does not have their Aadhaar number, they can then contact the Contact Center concerned by telephone, letter or e-mail. The resident can do this using their registration number and a request can be sent to the centre to send another Aadhaar card.

However, fees may be charged to benefit from this service. If Aadhaar is used by the resident to use some kind of service, then the resident can acquire the Aadhaar number by contacting the agency that offered the service.

3. What if the Aadhaar card does not reach the intended resident or if the delivery has failed?

If the aadhaar card is not issued to the person concerned, he/she must contact the UIDAI contact centre and provide them with their registration number. Alternatively, a resident can connect to the official UIDAI website and check the status of their Aadhaar request by filling in the required information on the site.

4. What if the Aadhaar card contains spelling mistakes or other demographic errors?

At the time of registration, the resident must enter the correct data. Since the resident can see the data entry, he/she is required to double-check that there are no errors or mistakes before submitting the information.

However, if the information provided still contains errors, the resident has another opportunity to correct the errors before sending them for finalization. If the errors are not identified and corrected, the registration confirmation letter will be printed in accordance with the information submitted.

Even if errors are not identified and corrected after this step, the resident may be required to go to the registration centre in order to make a demographic correction. This must be done within 2 days of registration. In addition, the resident must present all documents relevant to the corrections and the registration form at the centre.

5. What if the names in Aadhaar and PAN are different? Do they create a problem when linking?

To link Aadhaar and PAN, a person's demographic information (date of birth, gender, name, etc.) must match. Even a minor lag can cause a problem when linking. The process will fail and there will be a prompt to change the name in the database. This is another separate procedure, which involved administrative formalities.

If everything is correct, a one-time password (OTP) is sent to the registered mobile number to ensure that the gender and date of birth in Aadhaar and PAN are the same.

6. Can the UIDAI website / aadhaar online services be accessible outside of India?

The official UIDAI government website is accessible despite the location. There are no restrictions on them. But there are a few web portals available depending on geographic policies. Therefore, these features cannot be accessed outside of India.

The Indian government has helped all telecommunications subscribers to provide a single number to link Aadhaar to the SIM card using interactive voice response (IVR) services. This IVR process supports Multiple languages like English, Hindi and other languages. Based on your locality you can select the language. Once the user calls the IVR and gives their consent for verification with the Aadhaar number, they will then receive the OTP code which, once verified to be correct, the mobile phone number will then be verified and linked to your Aadhaar. All prepaid subscribers, as well as postpaid subscribers, could follow the steps below to link Aadhaar to the phone number.

1. Dial the toll-free number 14546 on your mobile phone.
2. Check if you live in India or if you are an NRI. Press 1 If you are a resident of India to recheck Aadhar.
3. Accept your consent to associate your Aadhaar number with your mobile number.

5. Press 1 to confirm your Aadhar number

Aadhaar card for Non-Residential Indians(NRIs):

According to a recent announcement from the Finance Minister Nirmala Sitharaman, NRIs can apply for an Aadhaar card without the mandatory waiting period of 182 days by visiting any Aadhaar enrollment centers in Bangalore. Instead, they can request the document at their place of residence and submit the biometric data once they have landed in India. The Unique Identification Authority of India (UIDAI) also issued a circular stating that NRI, after arriving in India, will have the right to obtain the Aadhaar number. 

Here are the main things to know about the Aadhaar card for NRIs:

1.NRIs with an Indian passport can now request a biometric identity document upon arrival or by making a prior appointment from any Aadhaar enrollment centres. The Government of Indian eliminated the requirement of a mandatory waiting period of 182 days.

2. The UIDAI circular indicates that a valid Indian passport will be accepted as proof of identity, proof of address (PoA) and document of date of birth.

3. If the NRI passport does not have an Indian address, it will be authorized to submit any other PoA document approved by the UIDAI as proof of address.

Iris Scanning:

Capturing Photograph:

 How to make an Aadhar card for children:

The Enrollment process for Aadhaar for children is quite similar to that for adults, except for some minor differences. For children's registration, parents must go to the nearest registration centre and complete the registration form. The Aadhaar card for children will be issued free of charge.

The difference here will be that:

• No biometric data will be entered for children under 5 years
• The unique identification(UID) of a child will be issued taking into account the demographic data and photos linked to the parents UID.
• However, it will be necessary for the child at the age of 5 years and 15 years to update its demographic data - biometry of ten fingers, facial photo and scan of the iris.
• If parents request an Aadhaar card for their child under 5 years, it is necessary to provide the contact details of the parent or guardian in the enrollment form.

Why is the government planning to link Aadhaar card with driving licenses?

The government has found many cases where one person has more than one driving license. In accordance with the laws relating to road transport, a person cannot hold several driving licenses. How to lock the Aadhaar card:

India's Unique Identification Authority of India(UIDAI) has launched a new service called Aadhaar SMS Services for residents who do not have access to the Internet/Residents Portal/m-Aadhaar and others. With this new feature, Aadhaar cardholders will be able to use various aadhaar services such as VID generation/retrieval, Aadhaar lock/ unlock, biometric lock/unlock and other related services.

How to lock/unlock Aadhaar through SMS:

The Unique Identification Authority of India (UIDAI) has a new feature to lock and unlock your Aadhaar number come up with a new idea to provide simple services to the citizens. The decision was made to further strengthen the privacy and security of an individual's Aadhaar number.

Once you have locked your Aadhaar number, authentication services using any method, namely demographic, biometric, or OTP (one-time-password) cannot be performed using the Aadhaar number. Therefore, you will need to use the 16-digit virtual ID for Aadhaar to undertake authentication services for KYC purposes. You can only use your Aadhaar number for authentication services after you unlock it.

Before locking your Aadhaar number, remember that you need to generate your virtual ID first. If the virtual ID is not generated by you, you will not be able to lock your Aadhaar number.

You can generate your virtual ID from the UIDAI website or simply by sending an SMS. Remember that your mobile number must be registered in the UIDAI database to generate your virtual identifier by SMS.

If you do not have internet access or are unable to access the UIDAI website, you can also lock/unlock your Aadhaar number by SMS.

Follow the steps below to lock/unlock your Aadhaar number by texting 1947.

Steps to lock the Aadhaar card through SMS:

Step 1: From your registered mobile number, send an SMS to 1947 to get an OTP in the format: GETOTPLast four digits of the Aadhaar number.
For example, if your Aadhaar number is 1234 5678 9000, the SMS will be sent under the name GETOTP 9000 to 1947.
Step 2: After the SMS sent by you from your registered mobile number, UIDAI will send you a 6 digit OTP by SMS to the same number.
Step 3: You will need to send another SMS as follows: LOCKUID The last four digits of the Aadhaar number 6 digit OTP number.
For example: LOCKUID and send it to 1947.

Once the SMS has been sent, the UIDAI locks your Aadhaar number. You will also receive the message confirming your request.

Remember that if your cell phone number is registered with more than one Aadhaar number, instead of the last four digits of your Aadhaar number, you will need to send the last eight digits of your Aadhaar number.

Steps to unlock your Aadhaar number through SMS:

Step 1: Send SMS from your mobile number registered to 1947 to get OTP in the format: GETOTP Last six digits of your virtual ID number.
Step 2: After the SMS sent by you, UIDAI will send you a 6 digit OTP by SMS.
Step 3: You need to send a second SMS to unlock your Aadhaar number. The second SMS to unlock your Aadhaar number should be sent as follows: UNLOCKUID The last six digits of the 6 digits OTP Virtual ID number.

Once the SMS is sent to UIDAI, you will receive a confirmation message for the same.

Likewise, if your mobile phone number is linked to more than one mobile number, instead of the last six digits of your virtual ID, you will need to send the last 10 digits of your mobile number.

1. To lock the Aadhaar number, you must pre-generate the VID, otherwise, it cannot be locked.
2. In the case where several Aadhaar numbers are attached to the same mobile phone number, and when the last 4 digits of the Aadhaar number are identical for at least 2 dependents, the second SMS must be sent to 1947 as LOCKUID Aadhaar Number-last- 8 digits OTP-6 digits.

The UIDAI has launched another security feature:

To offer more choices to citizens authenticating with Aadhaar, the Unique Identification Authority of India (UIDAI) has introduced facial authentication as well as fingerprints and iris. This measure will be used in Fusion with existing authentication methods such as fingerprints, iris and OTP (one-time-password). Implemented by July this year, facial authentication should also increase security by adding another layer of verification. When registering for Aadhaar, a photo of the resident's face is also captured.

To provide inclusive authentication, the face photo can also be used to verify the identity of the resident an Aadhaar cardholder. The UIDAI added that facial authentication will offer an additional choice for those who have difficulty authenticating their fingerprints/iris. As the face photo is already available in the UIDAI database, there is no need to capture new data.

And since the camera is now ubiquitous on laptops and mobiles, face capture is easily achievable for authentication agencies without the need for additional hardware. Face authentication with alertness detection can be used as an additional factor to increase the security level.

This does not mean that you need to go to an Aadhaar enrollment centre again for authentication of facial recognition details. UIDAI will tap into its database for functionality. In fact, it will work with suppliers of biometric devices to integrate the facial modality into certified registered devices and will also provide an autonomous registered device service as required by the ecosystem.

UIDAI has already added an additional privacy firewall with virtual credentials and a limited KYC. Apart from that, it has implemented a biometric lock as an additional layer of protection against intrusions or external breaches.

The online appointment booking process is free.
